The Digital Government Committee (DGC) is established to ensure the efficiency and effectiveness of fulfilling its function as the “Etat-Major” to the National Digital Economy and Society Council on promoting the digital transformation of the Royal Government on both technical and policy aspects in leading, coordinating, preparing, implementing, monitoring, and evaluating the implementation of policies, strategies, measures, technical standards, and action plans related to building the digital government in the Kingdom of Cambodia. Furthermore, DGC has the role of maintaining, protecting and ensuring information and data security, especially in the public sector.

Strategic Goals and Strategies
In order to achieve the above vision and objectives, the Royal Government has set four strategic goals and ten strategies as follows:

Who We Are & What We Do
We specialize in transforming traditional government operations into modern, efficient, and citizen-focused digital experiences.
Organize and foster the implementation of policies, strategies, principles, and objectives for each priority action in building a digital government for NCDES's review and approval
Organize, conduct studies, research on and foster awareness-raising about digital government through workshops, outreach programs, study visits, and exchange of experience related to digital government
Review, conduct studies, propose recommendations, and provide feedback to NCDES on the preparation, revision, and/or amendment of laws and regulations for establishing digital government
Foster the implementation of laws and regulations related to building digital government programs, projects, and plans with effective enforcement mechanisms
Prepare and foster the implementation of technical standards for establishing digital government to ensure interoperability between digital information systems among ministries, institutions, and the private sector
Cooperate in, organize, and foster the implementation of standard operating procedures for the functioning of ministries and institutions to promote effective and efficient utilization of digital information systems for public governance and public services
Lead, coordinate, cooperate in, organize, and foster the implementation of a digital government establishment plan, which covers both public governance and public services, through harmonization and prioritization of projects, and foster the use of digital technology following the optimization level and technical standards
Promote the establishment of base registries and data sharing between ministries, institutions, and the private sector to expedite the establishment of a digital foundation, digital adoption, and government digital transformation
Prepare annual, medium-term, and long-term plans in accordance with the priority actions of the digital government policy for NCDES's review and approval
Coordinate, review, and provide technical advice on digital government projects to proceed with the procedure in compliance with the law and regulations
Review and study annual, medium-term, and long-term digital transformation plans proposed by ministries and institutions based upon the priority actions plan of the digital government policy and submit to NCDES for review and approval
Establish national and international cooperation in establishing a digital government
Mobilize financial, technical, and human resources for establishing a digital government
Foster, coordinate and support the participation of all stakeholders in establishing digital government to attain the vision, goals, and strategic objectives of the digital government policy
Foster the monitoring and evaluation of the implementation of policies, laws, regulations, strategies, principles, targets, standards, programs, projects, and plans for establishing digital government by setting key performance indicators; and making necessary changes to priority actions; and reporting to NCDES for its review and approval
