







Cambridge, USA— On October 1–2, 2025, His Excellency Chea Sereyvath, Secretary General of the General Secretariat of the Digital Government Committee, led the Cambodian delegation on a study visit to Harvard University and presented the document verification platform verify.gov.kh, a key initiative in building digital government in Cambodia, and explored opportunities for collaboration with the university. H.E. Secretary General also highlighted the development progress and the use of the verify.gov.kh platform, which integrates blockchain and artificial intelligence technologies to ensure security and trust in verifying official documents and strengthening confidence in public service delivery.
Furthermore, H.E. Secretary General also met with university management, technology experts, professors, and students to share Cambodia’s practical model for successfully implementing secure and interoperable digital public services in a relatively short period. Cambodia is also seeking further international partnerships to expand the platform’s capabilities and potential use in the private sector.
As part of the visit, the Cambodian delegation held a discussion with Dr. Joshua McIntosh, Executive Dean of Harvard Kennedy School (HKS), to explore the possibility of cooperation and incorporating the verify.gov.kh platform as a case study in the HKS courses. In addition to engaging with the HKS, the delegation also met with Mr. Jason Freeman, CEO of Cone Technologies; Mr. Abhishek Suryawanshi, President of HSSPA; and Dr. Vesall Nourani of the Harvard Graduate School of Education, to foster cooperation on developing digital government standards and capacity building to support digital transformation in Cambodia and the region.
It is worth noting that the verify.gov.kh platform has been implemented since January 2023 and is currently in use across 24 government ministries and institutions, covering 100% of public universities and more than 70% of private universities. To date, the verify.gov.kh platform has verified over 2 million digital documents in the Kingdom of Cambodia and more than 120 million digital documents in the Philippines and has become a global platform that is reliable and innovative for digital government development. International recognition of the verify.gov.kh platform includes the ASEAN Digital Award 2024, the ITU Global Innovation Awards 2024, and recognition at the Global DPI Summit 2024. It is important to note that the United Nations Development Programme (UNDP) has recognized the verify.gov.kh platform as the fourth pillar of Digital Public Infrastructure (DPI)—alongside digital identity, data exchange, and digital payments. H.E. Chea Sereyvath also shared the platform’s notable achievements, including its successful launch in Cambodia and its subsequent expansion to Laos, the Philippines, and Timor-Leste, showcased during the 50-in-5 event at the UN Week in New York prior to the Harvard University visit.
